Preschool Assessment Services and Supports (PASS) Teams

Welcome to the Preschool Assessment Services and Supports (PASS) Teams page. Our mission is to ensure that all children under the age of six referred for special education evaluation receive a comprehensive, developmentally appropriate assessment and, if eligible, high-quality support services.

While compulsory education in California begins at age sixOxnard School District is committed to identifying and supporting eligible preschool-aged children through timely evaluations and Individualized Education Programs (IEPs).


What Are PASS Teams?

The PASS Teams are interdisciplinary teams responsible for:

  • Evaluating preschool-aged students to determine eligibility for special education services.
  • Providing services such as Specialized Academic Instruction (SAI) and Speech and Language Therapy once an IEP is developed.

Each PASS Team includes:

  • Speech-Language Pathologist (SLP)
  • Speech-Language Pathology Assistant (SLPA)
  • Preschool Special Education Teacher
  • School Psychologist
  • Paraprofessional (Paraeducator)

These professionals work collaboratively to complete evaluations and deliver IEP-based services as needed.

PASS Teams ensure a holistic, strengths-based approach to support young learners and their families, rooted in equity and early intervention best practices.

Services and Supports Offered

Once eligibility is determined through the IEP process, PASS Teams may provide the following supports:

  • Small Group Specialized Academic Instruction (SAI)
    Targeted instructional support to address developmental and academic readiness skills in a small group setting.
  • Speech and Language Therapy
    Direct intervention and support for communication development, provided by licensed SLPs and SLPAs.
  • Social-Emotional Supports
    Activities and interventions that foster social skills and emotional regulation.
  • Family Engagement
    Ongoing collaboration with families to support learning at home and ensure continuity between school and home environments.
  • Culturally Responsive Dynamic Assessment
    Assessment methods that are developmentally appropriate as well as culturally and linguistically responsive. This helps ensure that each child is evaluated within the context of their unique background, language experiences, and identity.
