The Board of Trustees of the Oxnard School District is seeking qualified, interested individuals to serve on the Measure I Citizens’ Bond Oversight Committee (CBOC).
The Oxnard School District currently has two open seats on its Independent Citizens’ Bond Oversight Committee. This committee plays a critical role in ensuring transparency and accountability in the use of voter-approved Measure I bond funds. Members are responsible for reviewing bond expenditures, ensuring compliance with legal requirements, and presenting an annual report to the Board of Trustees. The committee meets three times per year.
Open Committee Seats:
- Business Organization Representative – Must be affiliated with a business organization (e.g., business owner, executive, etc.)
- Community At-Large Representative – a member of the community residing within the District’s boundaries.
Qualification Standards:
Applicants must meet the following criteria:
- Be at least 18 years of age and reside within the District’s geographical boundaries, in accordance with Government Code Section 1020.
- Cannot be an employee, elected official, vendor, contractor, or consultant of the District

About the Citizens' Bond Oversight Committee (CBOC)
In accordance with state law, the Oxnard School District has established a Citizens’ Bond Oversight Committee (CBOC) to ensure transparency and accountability in the use of funds from voter-approved bonds. The CBOC operates under the Ralph M. Brown Act, ensuring all meetings are open to the public.
The Committee is responsible for:
- Reviewing and reporting on the expenditure of Measure I bond funds
- Examining annual performance and financial audits
- Presenting an annual report to the Board of Trustees
Measure I was approved by District voters on November 8, 2022, authorizing the issuance of $215 million in General Obligation Bonds to improve school facilities. The CBOC is composed of community members representing local businesses, senior citizen organizations, school-related groups, taxpayers' associations, and parents of students in the District
Committee Responsibilities
In accordance with Education Code Section 15278(b), the Citizens Bond Oversight Committee shall:
- Inform the public concerning the District's expenditure of bond proceeds;
- Review expenditure reports produced by the District to ensure that bond proceeds were expended only for the purposes set forth;
- Present to the Governing Board, in public session, an annual written report outlining their activities and conclusions regarding the expenditure of bond proceeds.
Appointment of Committee Members
All appointments will be made by the Board of Education from applications submitted to the District.
Time Commitment and Term
Each member shall serve a term of two years, commencing as of the date of appointment by the Board of Education.
