Board President Brian Melanephy

Area 2 | Term 2024 - 2026

Brian Melanephy has proudly called Oxnard home for more than a decade and is the father of two daughters who attend schools in the district. A dedicated community servant, Brian has been deeply involved in local education as a longtime volunteer and active board participant. In 2024, he was appointed to the Oxnard School District Board, where he currently serves as Board President. His leadership is guided by his commitment to equity, student achievement, and ensuring families have the resources they need to succeed. 

Brian’s academic journey directly reflects his dedication to public service and lifelong learning, as he began his journey at Southwestern College before transferring to Point Loma Nazarene College, where he earned a bachelor’s degree in Political Science. He earned his teaching credential from San Diego Christian College and later two master's degrees from California Lutheran University - one in Public Policy and Administration and the other in Management - further strengthening his commitment to education and student success.

Beyond education, Brian is a military veteran who served two deployments to Iraq as a Public Affairs Officer.  As part of the Board at Oxnard, Brian draws on his experience as a parent, veteran, and educator to advance policies that promote inclusion, academic excellence, and meaningful family engagement across the Oxnard School District.  

Board Clerk Rose Gonzales

Area 5 | Term 2022 - 2026

Trustee Rose Gonzales is a first-generation college graduate, the daughter of a Bracero father, and a longtime member of the Oxnard community. She is also the mother of children who attended Oxnard School District schools, giving her both a personal and professional understanding of the needs of OSD students and families. With over 30 years of teaching experience, Rose has positively impacted the lives of many students and has built a reputation for her immense dedication to students and families.

Elected to the Oxnard School District Board in 2022 and currently serving as Board Clerk, Rose brings the same commitment she demonstrated in the classroom to her role as an Oxnard School District Trustee. She prioritizes student safety, wellness, and access to resources including counseling and family support. She listens closely to parents, students, and staff, working to build trust and create meaningful change.

Rose sees herself as a bridge between the community and the school district, bringing concerns of families to the table, advocating for the needs of educators, and creating policies that ensure opportunities for all students. Her leadership reflects a lifelong commitment to education and a vision of schools where every child feels safe, seen, supported, and inspired to succeed.

Trustee Monica Madrigal Lopez

Area 4 | Term 2024 - 2028

Trustee Monica Madrigal Lopez was born and raised in Oxnard, where she attended Oxnard School District schools. As a proud first-generation college graduate, she has committed her career to creating pathways of opportunity for others. 

Monica earned her bachelor’s degree in Sociology and Spanish, as well as a master’s degree in Counseling and Guidance from California Lutheran University. She went on to build a distinguished career in higher education, serving as Academic Skills Coordinator, Counselor and now Director of the TRIO Student Support Services and McNair Scholars Program.

Monica was elected to the Oxnard School District Board in 2016, and her vision is clear: to introduce students to higher education early, foster safe and supportive learning environments, and provide holistic resources for students and their families. Passionate about giving back, she continues to be a powerful advocate for equity, access, and community empowerment across the Oxnard School District.
